The Country Policy and Institutional Assessment, African Development Bank

The Country Policy and Institutional Assessment (CPIA) of the African Development Bank (AfDB) is a diagnostic tool that assesses every two years the quality of policies and the performance of institutional frameworks in the 54 African countries. It measures the capacity of a country to support sustainable growth, poverty reduction, and the effective use of development assistance with a particular focus on the assessment of key elements that are within the country's control, rather than on outcomes (such as national incomes and growth rates).
