Ministry of Labour & Employment, India

he Ministry of Labour & Employment is one of the oldest and important Ministries of the Government of India. The main responsibility of the Ministry is to protect and safeguard the interests of workers in general and those who constitute the poor, deprived and disadvantage sections of the society, in particular, with due regard to creating a healthy work environment for higher production and productivity and to develop and coordinate vocational skill training and employment services. Government’s attention is also focused on promotion of welfare and providing social security to the labour force both in organized and unorganized sectors, in tandem with the process of liberalization. These objectives are sought to be achieved through enactment and implementation of various labour laws, which regulate the terms and conditions of service and employment of workers. The State Governments are also competent to enact legislations, as labour is a subject in the concurrent list under the Constitution of India.

      Comparative Statement of variation in Consumer Price Indices for Agricultural Labourers (CPI-AL) and Rural Labourers (CPI-RL) on base 1986-87=100 The average for the year 1995-96 is based on five months i.e. November, 1995 to March, 1996 Index values are annual averages of the respective financial year The series of CPI-AL/RL on base 1986-87=100 w ere released w.e.f. the index for the month of November, 1995. In the case of CPI-AL, the linking factor between old (1960-61) and new (1986- 87) series is 5.89 while the series of CPI-RL was introduced for the first time w.e.f . November, 1995 index.

      Government had initiated the National Child Labour Project (NCLP) Scheme in 1988 to rehabilitate working children in 12 child labour endemic districts of the country.   The Target group: The project societies are required to conduct survey to identify children working in hazardous occupations and processes. These children will then form the target group for the project society. Of the children identified those in the age group 5-8 years will have to be mainstreamed directly to formal educational system through the SSA. Working children in the age group of 9- 14 years will have to be rehabilitated through NCLP schools established by the Project Society.   Present Status of NCLP Scheme: At present about 6000 special schools are in operation under NCLP scheme. As on date more than 10 lakhs children have been mainstreamed into the formal education system under the Scheme.
