      Estimates of the extent to which political leaders are elected under comprehensive suffrage in free and fair elections, and freedoms of association and expression are guaranteed. It is based on the V-Dem variable v2x_polyarchy, and expanded to cover more years for some countries. The index reaches from 0 to 1 (most democratic).
