It is evident from these graphs that France has had a negative current account balance for last 7 years at least. OECD and IMF show that the peak of -0.2%  accounted for 2015, but EC says that the current account balance as a percentage of GDP in France was higher in 2010, 2011.

IMF who gives the forecast beyond 2018 predicts an upward trend of the current account balance, while EC presages downturn.
