United Nations Office on Drugs and Crime

UNODC is a global leader in the fight against illicit drugs and international crime. Established in 1997 through a merger between the United Nations Drug Control Programme and the Centre for International Crime Prevention, UNODC operates in all regions of the world through an extensive network of field offices. UNODC relies on voluntary contributions, mainly from Governments, for 90 per cent of its budget. UNODC is mandated to assist Member States in their struggle against illicit drugs, crime and terrorism. In the Millennium Declaration, Member States also resolved to intensify efforts to fight transnational crime in all its dimensions, to redouble the efforts to implement the commitment to counter the world drug problem and to take concerted action against international terrorism.

      “Kidnapping” means unlawful detainment and taking away of a person or persons against their will (including through the use of force, threat, fraud or enticement) for the purpose of demanding an illicit gain, any other economic gain or other material benefit for their liberation, or in order to oblige someone to do or not to do something. “Kidnapping” should include 'express kidnapping' for short periods of time but should exclude abduction of a minor in the context of disputes over child custody.

      Price data may differ from data as reported due to conversions made by UNODC. Prices are collected in local currency but are presented here in US dollars for the purposes of comparability among countries. The conversion into US dollars is based on official UN rates. However, comparisons of prices from different years need to be made with caution as they are influenced by changes in the exchange rates and may not necessarily reflect changes in the local markets. While the same price can be meaningfully expressed in various units (e.g. per kilogram, per gram), the purchase unit as presented here (and as requested in the ARQ) is intended to approximate, to the extent allowed by the availability of information, the level at which transactions occur; thus a retail price, for example, would normally be expressed per gram even if reported per kilogram. On the other hand, the reporting unit is not converted if it is believed to represent the actual transaction level, except that non-standard units are converted when possible to the nearest available metric unit.
